OF MARCH 8, 2023, PUBLIC MEETING WITH NORTHERN STATES POWER COMPANY REGARDING MONTICELLO NUCLEAR GENERATING PLANT ALTERNATIVE REQUEST PR-08 TO DEFER QUARTERLY TESTING OF COMPONENTS OF THE HIGH-PRESSURE COOLANT INJECTION SYSTEM (EPID L-2022-LLR-0088)

On March 8, 2023, a public meeting via webinar was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company (NSPM, the licensee), a Minnesota corporation doing business as Xcel Energy. The purpose of the meeting was to discuss the licensees response to a request for additional information (RAI) from the NRC staff regarding alternative request PR-08 for Monticello Nuclear Generating Plant (Monticello) to defer quarterly testing of components of the high-pressure coolant injection (HPCI) system until after the 2023 spring refueling outage when repairs to the G safety relief valve will be completed. The meeting notice and agenda, dated February 24, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23055A024. A list of attendees is enclosed.

In alternative request PR-08, dated December 15, 2022 (ML22350A726), the licensee stated diagnostic testing indicates 21 percent margin for unseating thrust for motor-operated valve (MOV) MO-2036. By email dated January 4, 2023 (ML23004A198), the NRC staff requested in RAI-2 that the licensee provide the type of valve and actuator for MOV MO-2036 and the assumptions for calculating the open margin. In its response dated January 6, 2023 (ML23006A277), the licensee stated the 21 percent margin shows the difference in the actual closing thrust measured during diagnostic testing versus the potential maximum opening thrust at cracking load required for the valve to operate and provided values for closing thrust and maximum opening thrust.

During the public meeting, the NRC staff requested the licensee discuss the basis for its estimate of the capability margin for MOV MO-2036 provided in the RAI response. The licensee stated that the estimate of capability margin in the RAI response was only intended to provide a general indication that the MOV had capability to perform its safety function. The licensee indicated that its formal method of calculating capability margin for MOVs at Monticello is more detailed in addressing the specific MOV parameters. The licensee acknowledged the estimation of the MOV MO-2036 capability margin in its response to RAI-2 differs from the standard method of calculating MOV capability margin. The NRC staff stated that it would not rely on the estimate of capability margin by the licensee for MOV MO-2036 when completing the review of alternative request PR-08 for Monticello.

No regulatory decisions were made during the meeting. One member of the public was in attendance. No comments or questions from the public were received during the meeting.
