SUMMARY
OF THE OCTOBER 3, 2007, MEETING WITH THE LICENSEE TO DISCUSS PRE-APPLICATION ISSUES RELATED TO A FUTURE EXTENDED POWER UPRATE AMENDMENT APPLICATION (TAC NO. MD5531)
On October 3, 2007, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of Nuclear Management Company (NMC) at NRC offices located at 11555 Rockville Pike, Rockville, Maryland. This was the second of such meetings; the previous one was held on June 5, 2007 (see meeting summary at Accession No. ML071710328). The purpose of this meeting was to specifically discuss the licensee=s proposed approach to demonstrate steam dryer structural integrity at extended power uprate (EPU) conditions in preparation for a future amendment to approve EPU. A list of attendees is provided as Enclosure 1. The licensee=s handout material has been docketed and is publicly available at Accession No. ML072770508.
The licensees presentation, depicting its approach to demonstrate steam dryer structural integrity, was outlined by the handout material. The NRC staff raised questions similar to those raised in the September 27, 2007, Boiling-Water Reactor Vessel Integrity Program (BWRVIP) meeting. Specifically, the following issues were highlighted and discussed:

Licensee personnel stated that the original square hood type steam dryer is in use at Monticello.
(2)
The NRC staff inquired about quality assurance of the computer software program used in the acoustic circuit model analysis. Licensee personnel responded by stating that Revisions 2 and 4 of the software represent only enhancements, and they can provide NRC with their software program audit information.
(3)
The NRC staff asked whether the steam dryer finite element analysis (FEA) performed in frequency domain was benchmarked against time history analysis results. Licensee personnel stated that this question was responded to in the Hope Creek docket, and would provide similar information for Monticello.

The NRC staff asked what type of finite elements were used in the FEA (e.g., solid, shell, or a combination). Licensee personnel stated that they have to consult with their structural group and were not prepared to answer at this time; however, the information will be in the licensees steam dryer report, and the Monticello analysis will be consistent with the analyses of Hope Creek and Browns Ferry. Licensee personnel clarified that there will be 9 load cases in the FEA analysis to capture the plus or minus 10 percent frequency shifts in 2.5 percent of the steps. The NRC staff pointed to the confirmation for critical side branch Strouhal number range of 0.25 to 0.60, which was based on a 1999 paper by Ziada, et al.

Licensee personnel requested the NRC staff to support an approximately 1 year review duration (first quarter 2008 to first quarter 2009), recognizing that the proposed schedule is very aggressive. The licensee asked for NRC staff opinion on the acceptability of Monticellos application for review if the Monticello EPU application includes all of the information (lessons learned, response to requests to additional information, etc.) of the final Hope Creek & Browns Ferry applications. The NRC staff stated that not knowing the specific technical details at this time, it is premature to make a judgment.

The licensee confirmed that the EPU license amendment application format will be the same as that described in the June 5, 2007, meeting. The NRC staff noted that at the licensees proposed date of submittal, the BWRVIP guidance document would still be in draft form and/or submitted for NRC review.

As was stated in the June 5, 2007, meeting, the NRC staff again noted the short turnaround time (about 12 months) the licensee proposed for NRC review of the EPU amendment. It appears to be shorter than previous EPU reviews, and did not appear to allocate additional time for the staff's acceptance review of the initial application. Based on past experience, there is no reason to assume that the NRC staff can adhere to the proposed Monticello EPU review schedule. The NRC staff asked the licensee to carefully consider all possible measures to save review time, and meanwhile plan for the contingency that the NRC staffs review may not be completed within the proposed 12-month time frame.
Before the meeting adjourned, members of the public were given the opportunity to communicate with the NRC staff both verbally and through the use of public meeting feedback forms. No comment or feedback was received at this time.
