SUMMARY

OF THE JULY 10,2012, MEETING WITH NORTHERN STATES POWER COMPANY OF MINNESOTA (NSPM) TO DISCUSS ISSUES RELATED TO A FUTURE APPLICATION FOR AMENDMENT REGARDING USE OF AREVA ATRIUM 10XM FUEL (TAC NO. ME8733)

On July 10, 2012, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of NSPM, doing business as Xcel Energy, at NRC headquarters.

The purpose of the meeting was for the licensee to discuss issues related to NSPM's planned future application for amendment regarding use of AREVA Atrium 10 XM fuel. The Enclosure to this summary contains the list of participants.

The licensee's presentation followed the licensee's handout material (docketed at Agencywide Documents Access and Management System (ADAMS) Accession No. ML12188A103). The licensee's presentation showed that the use of AREVA Atrium 10XM fuel is expected to start in Fuel Cycle 28 (in the year 2015), in concert with implementation of extended power uprate (currently under NRC staff review) and Maximum Extended Load Line Limit Analysis Plus (MELLLA+, also currently under NRC staff review). The NRC staff stated that the combination of MELLLA+ with AREVA Atrium 10XM fuel may be the kind of issue of interest to the Advisory Committee on Reactor Safeguards (ACRS), but the NRC staff cannot predict if the ACRS would choose to review such. The NRC staff also indicated that the proposed AREVA Atrium 10XM fuel amendment may constitute a "difficult and challenging" review and advised the licensee to keep the communication channels open with the NRC staff between now and submittal of the application.

Members of the public were in attendance. No portion of this meeting was closed to the public because no proprietary information or security-related information was used by the participants.

Before the meeting adjourned, all participants were given the opportunity to comment on any aspects of the meeting. No comment or feedback was provided.
