SUMMARY

OF JANUARY 24, 2017, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL REVISION TO THE EMERGENCY ACTION LEVEL (CAC NOS. MF9064, MF9065, AND MF9066)

On January 24, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company doing business as Xcel Energy (NSPM, the licensee) at NRC. The purpose of the meeting was to discuss a potential license amendment request (LAA) to revise the Emergency Action Level (EAL) for the Monticello Nuclear Generating Plant (MNGP) and Prairie Island Nuclear Generating Plant Units 1 and 2. The meeting notice and agenda, dated January 12, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17023A083. A list of attendees is enclosed.

The licensee presented information related to the potential amendment request (ADAMS Accession No. ML 117023A065).

Regarding the content of the LAA, NSPM offered that Attachment 4, Supporting Calculations, would contain the supporting calculations for the EAL thresholds that use radiation monitor values. The NRC agreed that those typically are the calculations submitted by licensees as the values are not supported by other information such as the technical specifications or procedures. The NRC also noted that there may be other threshold values that fall into this category and would request additional information as needed.

The licensee asked whether there is an alternative to submitting the calculations on the docket.

The NRC staff stated that it will use the calculations as supporting information but will not be approving the calculation itself. The NRC will assess the reasonableness of the methods used in the calculation for such items as the isotopic mix. Based on that, the NRC considers the calculations to be part of the package that should be docketed.

The NRC noted a few of the applications submitted by other licensees have included supporting information such as the procedures, alarm responses, etc., which allows the reviewer to verify the actions that would be taken. The NRC staff stated that although this information is helpful, it is not necessary for the application and is not required.

The licensee stated that the LAA will request approval 1 year from the date of the submittal with a 180-day implementation. The NRC staff stated that the requested review time would likely be acceptable but would depend on the information in the application. The NRC staff noted that the licensee should consider if the planned implementation time would be sufficient to include the training necessary to implement the amendment change.
