SUMMARY

OF FEBRUARY 27, 2020, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE AMENDMENT TO ADOPT TSTF-505 PROVIDE RISK-INFORMED COMPLETION TIMES - RITSTF INITIATIVE 4b (EPID L-2020-LRM-0015)

On February 27, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was to discuss a potential license amendment request to adopt Technical Specification Task Force (TSTF) TSTF-505 Provide Risk-Informed Completion Times - RITSTF [Risk Informed Technical Specification Task Force] Initiative 4b (TSTF-505) for the Monticello Nuclear Generating Plant (MNGP). The meeting notice and agenda, dated February 11, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20042E493. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML20055F812) related to the potential exemption request. The licensee presented an overview of the planned application.

The NRC staff and Xcel Energy discussed previous NRC Staff reviews on the technical acceptability of its fire PRA. MNGP has requested and received an amendment to adopt Title 10 CFR 50.69, Risk-Informed Categorization and Treatment of Structure, Systems and Components of Nuclear Power Reactors and to adopt TSTF-425, Relocate Surveillance Frequencies to Licensee Control RITSTF [Risk-Informed TSTF] Initiative 5b. MNGP has not sought approval to adopt a fire protection program pursuant to Title 10 of the Code of Federal Regulations (10 CFR CFR) 50.84(c) National Fire Protection Association Standard NFPA 805.

The NRC Staff evaluates the acceptability of the PRA for each new risk-informed application and, as discussed in RG 1.174, recognizes that the acceptable technical adequacy of risk analyses necessary to support regulatory decision-making may vary with the relative weight given to the risk assessment element of the decision-making process. The staff noted that for MNGPs TSTF-505 application additional review effort may be needed for review of the fire PRA when compared to previous TSTF-505 submittals where the fire PRA had been previously reviewed in support of an NFPA-805 application.

The NRC staff also asked Xcel Energy which NUREG/CR was used to develop the reactor protection system modelling to support the amendment and the licensee responded that the model used will be consistent with NUREG/CR-5500, Volume 3.

The NRC staff also queried the licensee on the inclusion of technical specification TS 3.3.7.2 Mechanical Vacuum Pump Isolation Instrumentation in the risk informed completion time program because the function is not currently modeled in the PRA. This is inconsistent with TSTF-505 and the staff noted that greater detail on the modeling would be needed in the amendment request because of this variation. The licensee indicated that it planned to provide additional details on TS 3.3.7.2.
