SUMMARY
OF OCTOBER 5, 2021, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO A PLANNED LICENSE AMENDMENT TO EXTEND ALLOWED OUTAGE TIME FOR THE FUEL OIL STORAGE TANK (EPID L-2021-LRM-0098)
On October 5, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide information about a planned amendment for Monticello Nuclear Generating Plan (Monticello). The planned amendment would modify the Monticello technical specifications (TSs) to extend the allowed outage time to allow maintenance on the emergency diesel generators (EDGs) common fuel oil storage tanks (FOST). The meeting notice and agenda, dated September 22, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21265A496. The licensees presentation is available in ADAMS at Accession No. ML21274A276. A list of attendees is provided as Enclosure 1.
The licensee presented information regarding the planned license amendment that would extend the allowed outage time for the EDG common FOST for a single period to allow for a 10-year inspection as committed to during the renewal of the Monticello license. The licensee discussed the planned TS modification and how fuel oil would be supplied during the planned maintenance of the EDGs common FOST.
The NRC staff inquired why if the maintenance would be completed periodically the TS change would only be applicable for the upcoming maintenance. The licensee responded that future maintenance may not require entry into the applicable TS requirements. The NRC staff also inquired about how the licensee would ensure the alternate fuel oil supplies would be provided.
The licensee described how the alternate supplies would be ensured if needed. The NRC staff recommended that the licensee provide the descriptions provided in the meeting also be provided in the amendment request.
The NRC staff inquired about where in the TSs the licensee planned to include the provisions discussed in the licensees presentation. The licensee described the planned TS modifications.
No members of the public were in attendance. No regulatory decisions were made at this meeting.
