SUMMARY
OF THE OCTOBER 1, 2014, PUBLIC MEETING WITH NSPM AND AREVA TO DISCUSS THE AREVA FUEL TRANSITION LICENSE AMENDMENT REQUEST AND FUTURE LICENSE AMENDMENT APPLICATION REGARDING USE OF AREVAATRIUM 10XM FUEL IN EXTENDED FLOW WINDOW OPERATING DOMAIN (TAC NO. MF4776)
On October 1, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of NSPM, doing business as Xcel Energy (the licensee),
and AREVA, at NRC headquarters. The purpose of the meeting was for the licensee to discuss its fuel transition plan related to a future license amendment application regarding use of AREVA Atrium 10XM fuel in the extended flow window (EFW) operating domain for the Monticello Nuclear Generating Plant (Monticello), and the integrated schedule for fuel transition initiatives. The objective of the meeting was for NSPM and AREVA to provide the NRC staff with an understanding of the proposed scope of the EFW license amendment request, to solicit staff concerns and comment, and to assist the staff in better understanding future schedule and resource loading.
Part 1 of the licensee's presentation followed handout material (docketed at Agencywide Documents Access and Management System (ADAMS) Accession No. ML14296A509) that was provided during the meeting. This discussion provided updated technical information and a revised schedule from that previously discussed during a December 4, 2013, public meeting (ADAMS Package Accession No. ML13358A076). The information provided in this handout is publicly-available.
The licensee indicated that its AREVA fuel transition contains three elements. The first is a fuel storage change license amendment request (LAR), submitted in October 2012. The NRC staff indicated that it anticipates this LAR to be approved and issued by October 2014. The second element is the AREVA fuel transition LAR, submitted in July 2013. The licensee stated that it will need to supplement this LAR based on adoption of Acoustic Circuit Model Enhanced critical power correlation and address a revision to the steam dome pressure safety limit. The third element is the AREVA EFW LAR.
Part 2 of the licensee's presentation included handout material (docketed at ADAMS Accession No. ML14296A532) in which AREVA discussed detailed technical information associated with the future AREVA EFW license amendment request. The information provided in this handout is AREVA sensitive-proprietary and non-publicly available.
The licensee indicated that it would likely be submitting the AREVA EFW license amendment request in October 2014. NSPM indicates that it would be requesting NRC approval of the LAR
in December 2016 (prior to Refueling Outage 28) to support full power operation with AREVA Atrium 1OXM fuel commencing during Cycle 29 in 2017.

The following comments were provided during the meeting:
- 1. The NRC staff understood Xcel Energy's phased approach toward transitioning to AREVA fuel and use of the EFW operating domain. There was no comment from the staff rejecting this approach.
- 2. The NRC staff emphasized that the AREVA EFW LARwill be a complex and challenging review, and that the licensee must understand that there remains uncertainty in the review and that the staff cannot guarantee meeting the licensee's requested approval date of December 2016. The licensee agreed that the review timeline will certainly be a challenge, and that an approval deadline of no later than April - May 2017 would still support its schedule.
- 3. The NRC staff requested that emergency core cooling system evaluation errors should be provided as Title 10 of the Code of Federal Regulations ( 10 CFR) 50.46 "approach style" updates before a final safety evaluation is issued.
- 4. The NRC staff emphasized the need to keep communication channels open following submittal of the application. NSPM suggested a possible post-submittal audit(s) between AREVA and the NRC staff to 1) support the staff's acceptance review, and 2) to resolve any technical concerns which may subsequently arise during the review process.
The staff agreed that audits could be very beneficial and productive, and would determine the need for an audit once the LAR is submitted and the review commences.
- 5. NSPM and AREVA noted that the ATWSi methods are not NRC generically approved, and that the metholology will be plant-specific to Monticello. The NRC staff continued to emphasize that the ATWSi methods (AISHA and SINANO) should be described fully in terms of assumptions, data collection, dryout model used, uncertainty, code validation and verification process, etc.
- 6. Issues pertaining to mixed-core operation should be addressed.
Before the meeting adjourned, all meeting participants were given the opportunity to comment on any aspects of the meeting.
No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given the opportunity to communicate with the NRC staff during the public meeting and before adjourning. The NRC staff received no public comments and no meeting feedback forms.
