SUMMARY

OF FEBRUARY 3, 2021, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO A PLANNED LICENSE AMENDMENT TO COMBINE THE EMERGENCY PLANS AND CREATE A COMMON EMERGENCY OPERATIONS FACILITY (EPID L-2021-LRM-0003)

On February 3, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide information about a planned amendment for Monticello Nuclear Generating Plant (Monticello) and Prairie Island Nuclear Generating Plant, Units 1 and 2 (Prairie Island).

The planned amendment would create a common Emergency Plan (EP) and a common Emergency Operations Facility (EOF) for the Monticello and Prairie Island sites. The meeting notice and agenda, dated January 11, 2021, are available in Agency Documents Access Management System (ADAMS) at Accession No. ML21022A008. The licensees presentation is available in ADAMS at Accession No. ML21032A263. A list of attendees is provided as .

The licensee presented information on the planned content and timing of the planned amendment. The licensee stated that the planned amendment would address applicable NRC guidance and would consolidate the onsite EOFs for both the Monticello and Prairie Island sites to a single EOF located in Minneapolis.

The NRC staff queried the licensee on coordination with State and local response organizations on the planned changes. The licensee responded that coordination with offsite organizations has and will be continued as the changes to the EP are considered. The NRC staff recommended that a submittal include description of the coordination with offsite response organizations (OROs) and documentation from the State supporting a consolidated EOF. The NRC staff queried the licensee on plans for ensuring functionality of the consolidated EOF to be able to respond to an event occurring simultaneously at both the Monticello and Prairie Island sites. The licensee indicated that as part of the amendment implementation a drill is planned to demonstrate the response capability of the EOF in responding to a multi-site event. The NRC staff recommended that the amendment request include a description of the planned drill that would include an offer to offsite response organizations to participate and the opportunity for the NRC and the Federal Emergency Management Agency (FEMA) to observe. The NRC staff

queried if the change in the EP would change interface between the licensee and offsite agencies. The licensee responded that the planned changes to the EP would not change offsite interaction responsibilities. The NRC staff indicated that consultation with FEMA regarding potential impacts on offsite plans approved by FEMA, per the existing inter-agency memorandum of understanding (ADAMS Accession No. ML15344A371), would likely be part of the NRC staff review of the planned amendment.
