SUMMARY

OF JULY 25, 2022, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO THE AMENDMENT TO ADOPT ADVANCED FRAMATOME INC. METHODOLOGY FOR DETERMINING CORE OPERATING LIMITS FOR MONTICELLO NUCLEAR GENERATING PLANT (EPID L-2021-LLA-0210)

On July 25, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy). The purpose of the meeting was for the NRC staff to discuss with Xcel Energy a license amendment request (LAR) dated July 29, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21211A594) for Monticello Nuclear Generating Plant (Monticello). The LAR would revise the Monticello technical specifications to allow application of advanced Framatome, Inc., methodologies for determining core operating limits in support of the loading of the Framatome, Inc. ATRIUM 11 fuel type into the Monticello core and to incorporate a new long-term reactor stability solution. During its review, the NRC staff determined that additional information was required to complete its review. Xcel Energy provided a response to the NRC staffs request for additional information (RAI) by letter dated June 6, 2022 (ML22157A428). The meeting was for the NRC staff to request clarification on the RAI response. The meeting notice and agenda, dated July 8, 2022, are available in ADAMS at ML22189A058. The NRC staff inquired about the responses to SNSB RAI 4(a) and SNSB RAI 5. The response to SNSB RAI 4(a) stated that the closing time for the suppression pool return valve valve MO-2009 is not a required input parameter for the loss of coolant accident (LOCA) analysis. The staff queried if during a LOCA, a degraded low pressure coolant injection flow condition due to its partial diversion to the suppression pool could exist where the closing time of the suppression pool return valves during the residual heat removal (RHR) system flow test mode or the RHR suppression pool cooling or mixing mode was relevant. Xcel Energy stated during the meeting that a limiting condition for operation is always entered if flow is possible to the torus, thus no analysis was required for the condition proposed by the staff.

The response to SNSB RAI 5 stated that the combination of seismic and LOCA loads is not required to be analyzed for Monticello. The NRC staff noted during the meeting that the LAR and the Monticello updated safety analysis report reference Framatome topical report EMF-93-177, Mechanical Design for BWR [boiling-water reactor] Fuel Channels (ML050240012). The staff noted that EMF-93-177 included information on load combinations that considered combined seismic and LOCA loads. Xcel Energy stated during the discussion that the consideration of combined seismic and LOCA loads presented in EMF-93-177 was an example to be used as applicable depending on a facilities licensing basis. The licensee stated that the Monticello licensing basis does not require the consideration of combined seismic and LOCA loads so that example is not relevant to the Monticello analysis.

No members of the public were in attendance. No regulatory decisions were made at this meeting.
