MONTICELLO NUCLEAR GENERATING PLANT, UNIT 1,

SUMMARY

OF THE ENVIRONMENTAL HYBRID AUDIT RELATED TO THE REVIEW OF THE SUBSEQUENT LICENSE RENEWAL APPLICATION (EPID NUMBER L-2023-SLE-0000)

Dear Christopher Domingos:

A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) and Pacific Northwest National Laboratories (PNNL) participated in a hybrid audit August 1-3, 2023, and a virtual audit August 15 - 17, 2023, for Monticello Nuclear Generating Plant, Unit 1, as part of the subsequent license renewal (SLR) application environmental review. The goal of the audit was to gather information to ensure that the environmental requirements for SLR, as codified in Title 10 of the Code of Federal Regulations Part 51 Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, were met. A letter dated August 9, 2023 (Agencywide Documents Access and Management System (ADAMS) ML23215A13), was sent containing an audit plan.

An entrance meeting was held on August 1, 2023, to introduce participants and discuss audit logistics. During the remainder of the audit, the NRC team participated in smaller groups (breakout sessions) with Northern States Power Company - Minnesota (NSPM) and Enercon Services, Inc. (Enercon) representatives to address the audit needs identified in the audit plan. to this letter provides a list of representatives from the NRC team, NSPM, and Enercon who participated in the audit.

At the conclusion of the audit, the NRC staff summarized the status of the review with NSPM and Enercon representatives during the exit meeting held on August 21, 2023. Many of the NRCs questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not answered but needed for the site-specific Supplemental Environmental Impact Statement need to be submitted (a) as a supplement to the environmental report, (b) as responses to requests for additional information (RAI), or (c) as responses to requests for confirmation of information (RCI). Enclosure 2 to this letter provides the staffs RAIs and RCIs. Please provide NSPMs response to the requests within 30 days of the receipt of this letter.October 23, 2023 S. Hafen 2 The staff indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process in the future. During the audit the NRC staff identified additional audit needs in the socioeconomics and terrestrial ecology resource areas.

Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS should contact the NRC's Public Document Room staff at 1-800-397-4209 (or 301-415-4737) or via email at pdr.resource@nrc.gov.
