SUMMARY

OF SEPTEMBER 13, 2017, TELECONFERENCE WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE AMENDMENT REQUEST T,O ADOPT TSTF-542, "REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL" (CAC NO. MG0155)

On September 13, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a potential license amendment request to adopt Technical Specification Task Force (TSTF)-542, "Reactor Pressure Vessel Water Inventory Control" (TSTF-542) for the Monticello Nuclear Generating Plant (Monticello).

The meeting notice and agenda, dated August 29, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17241A126. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession Nos. ML17250A870, ML17250A871, and ML17250A872) related to the potential amendment request. The licensee discussed the deviations from TSTF-542 that the amendment would likely contain. The licensee also presented draft technical specifications that would also likely be in the amendment request.

The NRC staff queried the licensee about the planned deviations to TSTF-542 and the draft technical specifications presented. The licensee provided responses consistent with the staff's expectations.
