SUMMARY

OF OCTOBER 23, 2017, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE AMENDMENT REQUEST RELATED TO EMERGENCY DIESEL GENERATOR TECHNICAL SPECIFICATIONS (EPID L-2017-LRM-0031)

On October 23, 2017, a Category 1 teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company. The purpose of the meeting was to discuss a potential license amendment request to remove technical specification (TS) operating mode restrictions for emergency diesel generator (EOG) surveillance testing for the Monticello Nuclear Generating Plant (Monticello). The meeting notice and agenda, dated October 27, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17283A262. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML17293A429) related to the potential amendment request. The licensee stated that the proposed change would remove the mode restrictions from the notes on surveillance requirements 3.8.1.7 and 3.8.1.9 in the Monticello TSs. Surveillance requirement 3.8.1.7 requires demonstrating that the EOG can reject its single largest load without the EOG output frequency exceeding a specific limit.

Surveillance requirement 3.8.1.9 requires starting and then running the EOG continuously at, or near, full-load capability for greater than or equal to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.

The NRC staff provided the licensee comments about the proposed amendment. Specifically, the staff noted that the proposed amendment request should consider past precedents, including any requests for additional information issued by the NRC staff and the responses, and how the precedent applies in this case. The NRC staff also noted that the application should include any mitigative actions that would be done during any testing in Modes 1 or 2, and what is unique about the configuration at Monticello that should be considered for this deviation from the standard TSs.
