SUMMARY

OF OCTOBER 17, 2016, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL EXEMPTION REQUEST FROM FIRE PROTECTION REQUIREMENTS (CAC NO. MF8530)

On October 17, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company doing business as Xcel Energy at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a potential exemption request from the requirements in Title 10 of the Code of Federal Regulations, Part 50, Appendix R, "Fire Protection Program for Nuclear Power Facilities Operating Prior to January 1, 1979," for the Monticello Nuclear Generating Plant (MNGP). The meeting notice and agenda, dated October 27, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16302A006. A list of attendees is enclosed.

The licensee presented information (ADAMS Accession No. ML16333A311) related to the potential exemption request. The presentation discussed the following aspects of the issues related to Multiple Spurious Operations (MSOs) of the Drywell Spray Motor-Operated Valves and the licensee's plans to address them in its risk-informed exemption request:

Background and description of the non-conformance, Description of an installed shorting switch modification to address the MSO of concern, Exemption basis, Alignment with the concepts and guidance contained in Regulatory Guide (RG) 1. 17 4, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis," and Technical evaluation topics to be addressed in the exemption request.

The NRC staff and licensee interaction included the following areas:

The results of an evaluation performed in accordance with NEI 00-01, "Guidance for Post-Fire Safe Shutdown Circuit Analysis," Draft Revision 4 (ADAMS Accession No. ML16312A019),

The failure mechanism and failure probability of the shorting switch modification, How the special circumstances of 10 CFR 50.12 apply to the scenario, The use of operator manual actions in the context of defense-in-depth, The adequacy of the MNGP Probabilistic Risk Assessment (PRA) models, The applicability of prior NRC review of Findings and Observations (F&Os) from PRA model peer reviews, General understanding that submittal of exemption would comport with understanding of timely corrective action, and The licensee's requested review timeframe.

The NRC staff indicated that the exemption request, at a minimum, should explicitly address the five key principles of a risk-informed application to change the licensing basis identified in RG 1.17 4. The NRC staff indicated that they would inform the licensee as to whether they need to re-submit information with respect to the F&Os from the last PRA model peer review.

Subsequent to the meeting the NRC staff informed the licensee that F&Os should be included as part of the exemption request. No regulatory decisions were made during the meeting.
