Waterford 3 SES Docket No. 50-382 Associated Circuits Analysis Isolation Panel Modifications

W3P84-3325 dated November 30, 1984 The purpose of this letter is to address the Waterford 3 Operating License Condition 9.g and to followup previous commitments made regarding the Relay Isolation Panel located in the Relay Room on the +35.00ft, level of the Reactor Auxiliary Building. In Reference 1, Louisiana Power and Light Company (LP&L) committed to provide a continuous fire watch in the Relay Room after initial criticality until completion of a spurious signal analysis on the panel and resolution of any resulting concerns with assigned NRC staff reviewers. A spurious signal analysis was completed on the Isolation Panel as part of the Associated Circuits Analysis submitted in Reference 2. Preliminary design and approval of modifications to address potential Isolation Panel concerns of Reference 2 are complete.

LP&L commits to protect hot standby equipment from potential malfunction due to a fire in the Isolation Panel with the modifications described briefly below:

1. Charging Pump B - Install isolation switch to disable automatic function of pump and maintain control from the Control Room.
2. CCW Pump B - Install isolation switch to bypass Isolation Panel to prevent spurious trip if pump is selected to automatic mode.

Mr. G.-W. Knighton W3P85-0445 Page 2 3 .' . .CCW Header. Isolation Valves - Install isolation switch to bypass 3CC-F110AB, 3CC-F114AB, Isolation Panel to prevent spurious 3CC-F111AB & 3CC-F115AB opening of these valves.

4. Chiller Compressor B - Install isolation switch to disable automatic function to allow restart in the event of spurious trip.
5. Control Room Air Handling - Install isolation switch te allow Unit AH-12 (3B-SB) operation in the recirculate mode in the event of spurious trip.
6. Station Service Transformer 3B32 - Install isolation switch to bypass Isolation Panel and retain' control of transformer feeder breaker providing power for preferred method of RCS pressure control (Pzr. Press.' Proportional Bank No. 2)

The above switches will be located in a panel outside the fire area of concern. All other spurious maloperations identified in Reference 2 for-the Isolation Panel require only manual operator action and in the case of cold shutdown equipment, some minor wiring repairs, to maintain safe shutdown ~ capability.. Actuation of isolation switches and operator corrective actions will be governed by approved procedure based on damage incurred by circuits in the Isolation Panel.

Our intentions are to complete these modifications and procedural changes by June 30, 1985 plant conditions permitting, but in no case later than startup following first refuel outage as required by license condition for spurious signal-modifications. By this letter, LP&L reconfirms its commitment to provide a continuous fire watch in the Relay Room until such modifications and procedural changes are complete.
