Dear Sir:

The referenced letter identified LP&L's position on Technical Specification 3/4.6.1.2 with regard to penetrations subject to Appendix J Type C leak testing. On Tuesday, April 10, 1984, a meeting was held in Bethesda, Maryland to discuss the Containment Systems Branch concerns on Type C leak testing. The meeting resulted in a CSB decision that the Containment Spray

(#34, #35), Hot Leg Injection (#69, #70), CVCS Charging (#27) and Shutdown Cooling (#40, #41) penetrations need not have a Type C test nor an Appendix J water seal test applied to them. This decision was predicated on LP&L's commitment to monitor the penetrations of concern for valve stem leakage to ensure that the systems will remain water filled following an accident.

This letter documents LP&L's commitment to determine acceptance criteria and to monitor these penetrations as part of our TMI Action Item III.D.1.1

- Leak Reduction Program or a similar type of program.
