Dear Mr. Knighton:

In our meeting with the Nuclear Regulatory Commission (NRC) on August 26, 1982, we presented our approach regarding the Independent Design Verification Program that we planned to implement for the Waterford-3 Steam Electric Station (SES).

This program was instituted to give us additional assurance, to that provided by our in place and ongoing quality assurance program, that Waterford-3 SES had in fact been properly managed, designed and constructed. During the design and construction of this plant, safety and quality have been our primary concern.

Notwithstanding our high level of confidence in the management, design, con-struction and high assurance of the Waterford-3 SES, Torrey Pines Technology (TPT) was retained to perform this independent review. The selection of TPT was based on its experience, technical qualifications and financial independence from Louisiana Power & Light and other participants in the management, design and construction of Waterford-3 SES.

This letter has been prepared to accompany the mailing of TPT's final reoort titled, " Independent Design Review of Waterford-3 SES Emergency Feed Water System", to the NRC. The program was carefully managed to maintain TPT's independence throughout, and the final report is being transmitted without the benefit of our review.

As a result of this independent design review, four " Findings" were identified in accordance with TPT's Potential Finding Report (PFR) evaluation method. LP&L has issued Corrective Action Plans (CAP) against these four Findings. These CAPS will be processed and dispositioned per our established procedures. 'W3P83-0706 Page 2 addition, we will also evaluate all of the twenty PFRs which were classified as'" Observation" and appropriately disposition them in accordance with our established procedures. We also plan to evaluate'all of the fourteen PFRs

. which were classified as " Invalid" to determine if any useful information or insights can be gained.

TPT will enclose four (4) copies of its three volume final report' titled,

" Independent Design Review of Waterford-3 SES Emergency Feedwater System",

as follows:
