We herewith submit four copies of our final report on the

" Independent Design Review of the Waterford 3 Steam Electric Station Emergency Feedwater System" consisting of three volumes:

Vol.1 - Executive Summary Vol. 2 - Program Results Vol. 3 - Potential Finding Reports and Corrective Action Plans At this time we are sending, for the first time, copies of the report to LP&L. A submittal letter from Louisiana Power & Light Company is also enclosed.

Based on the results of our evaluation and the implementation of the corrective actions, the design of the emergency feedwater system is judged to be adequate for the Louisiana Power & Light Company's Waterford 3 Steam Electric Station.

We will be pleased to meet with you and your staff to discuss the evaluation and results.
