SAFETY PAPAMETER DISPLAY SYSTEM (SPDS)

Enclosed for your review is the staff's safety evaluation on the Hope Creek SPDS. This safety evaluation will be incorporated into Section 18.2 of Supplement No. 5 to the SER (NUREG-1048). Our review of the SPDS consisted of a review of PSE&G's documentation regarding the SPDS, as well as an on-site audit conducted on August 27-28, 1985.

.We conclude that the present Hope Creek SPDS does not fully satisfy the require-ments of Supplement 1 to NUREG-0737. However, since the' present Hope Creek SPDS

does not appear to cause any safety concerns, we find implementation acceptable on an interim basis until the open issues are resolved and the SPDS upgraded to meet the requirements of Supplement 1 to NUREG-0737.

It is our understanding that the present SPDS will.be operational at fuel load and thereafter in accord-ance with the comitments made in your letter of December 26, 1985. The enclosed safety evaluation describes our findings. Resolution of open items may extend to the end of the first refueling outage, if necessary.

In your letter of March 7,1936 you committed to add four parameters to the SPDS prior to restart following the first refueling outage. Based on this commitment, we propose the following license condition be added to the operating license for Hope Creek:

Prior to restart following the first refueling outage, the licensee shall, per its commitment made in a letter _ dated March 7,1986, add the following parameters to the SPDS and.have them operational.

1.

Primary containment radiation 2.

Primary-containment isolation status 3.

Combustible gas concentration in primary containment 4.
