Subject: Systematic Assessment of Licensee Performance (SALP) Report Nos.

50-317/87-99 and 50-318/87-99

This refers to the evaluation of the Calvert Cliffs Nuclear Power Plant

operated by the Baltimore Gas and Electric Company (BG&E) which was conducted

by the NRC staff on January 17 and 18, 1989. This report was forwarded to you

on February 3,1989, and discussed with you in a meeting at the Calvert Cliffs

Nuclear Power Plant on March 3, 1989.

The list of attendees at that meeting is attached as Enclosure 1. The NRC

Final SALP Report is attached as Enclosure 2. Our letter of February 3, 1989,

is attached as Enclosure 3 and your response to the SALP Report dated

March 23, 1989, is attached as Enclosure 4.

Neither remarks during the March 3,1989 meeting, nor your response to the SALP

Report would indicate reason to modify the NRC staff's SALP Report, therefore,

no changes have been made to the report as originally forwarded to you.

This report specifically addresses activities and observations between

September 1, 1987, and November 30, 1988, and represents the NRC's overall

assessment of licensee performance during that period. As a separate and

subsequent effort, a Special Team Inspection was conducted between February 27

and March 31, 1989; the report of that inspection was issued May 23, 1989. The

Special Team Inspection Report included some issues previously identified

through the SALP process. Further, your letter of May 23, 1989, identified

some positive measures that you have committed to implement to resolve certain

emergent programmatic and hardware issues. Those commitments were confirmed by

our letter of May 25, 1989. It is anticipated that the issues identified as a

result of these three efforts and other matters identified through your

ongoing audit and assessment programs will be incorporated by revision to your

Performance Improvement Plan as that plan continues to evolve.
