Subject: Routine Inspection 50-245/87-27, 50-336/87-23 (9/26/87 to 10/26/87)

This refers to the routine resident safety inspection conducted by Mr. W. J.

Raymond on September 26 - October 26, 1987 at the Millstone Nuclear Power

Station, Units 1 & 2. The inspection results are described in the enclosed

inspection report and were discussed with Mr. J. Keenan and Mr. J. Stetz of

your staff at the conclusion of the inspection.

No violations were identified during this inspection and no reply to this

letter is required.

Our inspector also reviewed the actions taken as described in your letter

dated March 20, 1987 in response to our letter dated February 13, 1987

(Inspection Report 50-336/86-23). We have no further questions regarding your

corrective measures related to the administrative controls for electrical work

practices. Your actions were responsive to our concerns.

Our inspector also reviewed the actions taken as described in your letter

dated October 1, 1987 in response to our letter dated August 24, 1987

forwarding Unit 1 Inspection Report 50-245/87-12. Your response demonstrated

your sensitivity to the need to improve commitment tracking and

implementation. We found your actions responsive to our concerns, and we will

further evaluate the long-term trend of this issue during routine inspections.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and the enclosure will be placed in the NRC Public Document Room.
