Dear Mr. Lewis:

I am responding to your letter dated August 19, 1987 in which you expressed

concerns relating to information contained in the July 3-July 19, 1987_ Peach

Bottom Atomic Power Station Status Report.

As stated in the cover letter to the report, the periodic status report is

intended to give interested parties an overview of plant activities and that

many of the topics are addressed in more detail in the subsequent inspection

reports. We have encic>ed the portion of combined inspection report numbers

50-277/87-17; 50-278/8/-17 which discussed the drug incident of July 8,1987

in more detail and therefore answers your questions.

As noted in the inspection report, the Pennsylvania State Police were notified

of the incident. It is important to note that the licensee did take action to

bar the individual from access to the site.

In an effort to ensure that the facility is free of drugs the licensee has

implemented a Fitness for Duty Program. This program includes the training of

supervisors in Behavioral Observation Techniques and chemical testing as part

'

of the pre-employment process for utility employees. A plan to institute a

requirement for pre employment chemical testing of contractor personnel is

currently being evaluated.

The NRC has placed a strong emphasis on the need-for effective fitness for

duty programs at nuclear plant sites. A NRC inspection of the Peach Bottom

program was conducted earlier this year and resulted in the licensee taking

actions to strengthen the program.

I am confident that the information provided indicates the NRC and the licensee

are taking the actions necessary to ensure this serious matter receives the

attention it warranted.
