Dear Sir:

Ihe NRC has announced that they appointed you to head up an investigation anto activities at the NRC and licensees. I am writing to point up certain attivities which appear improper. In the " Peach Bottom Atomic Power Station status Report For the Period July 3 July 19,1987," the followina statements

             "At 1:09 P M. o n . J u .l y 8. 1 9 8 7 i, a c.o nt r ac t or employee was
   =tound to be carrying an apparent contro))cd substance in a ciganette pack while entering the protected area. During a routine loose object search., a security guard                                           not1ced a p.itce of tape co me i ng the opening of the employee's cigarette pack, in which a small bag of white powder was djetovered. He statrd that the mibstance was methamphetamine and he has never brought l i i to used_drugn in the protected area. However, ne did admit to storing driegn in his car on licensee property. His employment war terminated by the contractor, his security badge was pulled and he was escor ted o ff site.                                      The Nuclear Employee Data Svetem
    .(NEDR) was notified. The recident inspectors were notific'd by the licensee at 2:45 P.M "

I hope that you w211 look into t h em ., 4 power plant operating wzth drugs on site will endanger the health and safety of.the public. Fur ther ., the licensen cannot plead ignoiante at the licenste knew the poseession was illegal from the actaons which the licensee took anainst the employee and the dotsfacation to the NRC.
