Gentlemen:

1

SUBJECT:

LICENSEE'S REQUEST FOR CHANGES TO THE REQUALIFICATION PROGRAM Region III has in the past received requests for changes to a requalification program.

These have included requests to extend the maximum time period of twenty four month for the requalification cycle to account for changes in 3

outage schedules, reorganization of training programs, etc.

Under 10 CFR Part 50.54.(i-1) facilities are required within three months of receiving an operating license to have in effect an operator requalification program which meets the requirements of 10 CFR Part 55.59(c).

This section requires facilities to establish a requalification program which is to be conducted for a continuous period not to exceed two years and must be promptly followed by successive requalification programs.

Requests for changes to the schedule or other aspects of a facility's requalification program, if governed by 10 CFR Part 55 must be submitted by the facility for NRC consideration pursuant to 10 CFR Part 50.54.

This memorandum is to emphasize that any requests for extensions to the two year requirement or other changes to the requalifications program must be sent through the Licensing Project Manager for your site with copies to the Region.

Sincerely, 7,i3l.!, SCEE GZ U.J. HJ C. 6 Geoffrey C. Wright, Chief Operations Branch i
