Dear Mr. McLoughlin:
In my September 21, 1987, letter to you, I provided a brief summary on the pemanently shutdown status of the Lacrosse Boiling Water Reactor (LACBWR) located in Vernon Count At that time, the licensee, Dairyland Power Cooperative (DPC)y, Wisconsin., had submitted the results of an analysis of a accident involving the stored spent fuel. Those results indicated that in the event of a severe accident, the whole body and thyroid doses at the site boundary would be well below the lower range of the Environmental Protection Agency (EPA) Protective Action Guides (PAGs). On the basis of our preliminary review, the licensee's assessment appeared reasonable and supported the conclusion that the scope of emergency planning for LACBWR can be limited to onsite activities only. Subsequently, the staff of the Nuclear Regulatcry Comission (NRC) has verified the conclusion that in the event of a severe accident at LACBWR, the doses at the site boundary would be well below the lower range of PAGs.
In the interim, DPC prepared a revised onsite emergency plan to reflect the current status of the reactor. The staff has completed a detailed review of the revised emergency plan and has infomed DPC that the revised plan is i
acceptable and approved.

It should be noted that, on the bcsis l
of the plant status, removal of fuel, license authorization and reduced risk, the emergency classifications are limited to Notification of Unusual Event and Alert. Given these factors and the greatly reduced radiological risks associated l
with LACBWR, it is our view that onsite emergency plans and preparedness, in l
conjunction with arrangements made with offsite response agencies, would be adequate to protect the public health and safety in the vicinity of the reactor in the event of an accident. DPC will continue to conduct annual emergency exercises of the onsite plan and, when appropriate, will involve offsite l
support agencies such as the fire department, local law enforcement agencies.

Mr. Dave McLoughlin r Accordingly, and as requested in your August 20, 1987, letter to me, FEMA is advised that the NRC staff has concluded that offsite emergency planning considerations are no longer warranted throughout the entire plume exposure and ingestion pathway emergency planning zones at LACBWR. Consequently, we request that FEMA advise us of any future actions relating to its negative finding for LACBWR.
