By letter dated September 29, 1987, you submitted a proposed Revision No. 10 j

to the Emergency Plan for the Lacrosse Boiling Water Reactor (LACBWR).

This I

letter documents the January 20 and 21, 1988, telephone conversations among l

Roger Christians, John Parkyn and Larry Nelson of Dairyland Power Cooperative l

(DPC) and Robert l!eck, James Foster and Peter Erickson of the Nuclear Regulatory Comission (NRC) concerning comments and questions arising from the l

l review of the proposed Revision 10. A subsequent January 28, 1988, discussion i

between Rcbert Meck and Roger Christians is also reflected in this letter.

The proposed plan reflects the perranent shutdown and defueled status of LACBWR

)

and provides a revised analysis. The plan was reviewed by NRC Headquarters and i

NRC Regicn III under the DPC proposed assumption that in a worst-case accident i

4 the Environmental Protection Agency Protective Action Guides (PAGs) for j

pre-planned actions to protect the public would not be exceeded at the plant i

boundary. The NRC is independently assessing DPC's proposed assumption.

Zone (EPZ) boundary definition, staffing and duties of emergency responders on i

day and back-shifts, limiting erergency classifications to Notification of Unusual Events and Alert, and the timing of offsite notifications.

comitted to including a definition of the EPZi elaborating on the responsi-j bilities and duties of responderst and providing a technical basis for not needing Site Area and General Emergency Classifications.

DPC staff indicated

that they would begin incorporating the coments in Revision 10 of their crergency plan and plan to resubmit Revision 10 by the end of February, 1988.
