This refers to the NRC's Systematic Assessment of Licensee Performance-
(SALP) 6 Report for the Lacrosse Boiling Water Reactor (LACBWR), our meeting
of October 9, 1986, which discussed in detail the contents of the report, and
your written comments dated November 7, 1986, relative to the report.
As you know, LACBWR was rated Category 1 in the area of Fire Protection in its
two previous SALP reports (SALP 4 and SALP 5).
Report (Report No. 50-409/86001, dated September 30,1986), covering the
period from January 1, 1985 to June 30, 1986, rated LACBWR's performance in
the area of Fire Protection as Category 2.
As you may recall, this decline
was discussed at length during the SALP 6 meeting which was held at
Region III. During this discussion, NRC management stated that the rating
would be reevaluated for possible upgrading if LACBWR provided acceptable
justification.
By letter dated November 7, 1986, you submitted additional information to
justify upgrading your fire protection rating. Members of my staff have
evaluated the information conveyed in your letter and concluded that LACBWR's
Fire _ Protection rating should be raised to Category 1.
In brief, our initial
evaluation may not have adequately accounted for certain positive factors
which, when integrated into an'overall Fire Protection Program, warrant a
!
SALP Category I rating.
Such positive factors include LACBWR's continued
attention to detail in its day-to-day handling of fire protection matters such
as housekeeping, its design and facility changes for implementing Appendix R
requirements, its prompt corrective resolution regarding separation of
equipment in the Cribbouse, and management's continued commitment to good fire
protection practices including prompt resolution of problem areas, as pointed
out in your letter.
Even though your facility has been placed in permanent
shutdown, your commitment to a good Fire Protection Program should be
continued.

This matter has been coordinated with the NRR Project Manager for LACBWR and
he concurs with this recommendation.
Enclosed, as an Appendix to the SALP Board Report, is a summary of our meeting
which. includes names of those persons in attendance.
Issuance of the Appendix
serves as the final step in our SALP assessment process.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter with the
referenced attachments will be placed in the NRC's Public Document Room.
No reply to~ this letter is required; however, should you have questions on the
conclusions reached by NRC, or on the Appendix to the SALP Report, please let
us know and we will be please to discuss them with you.
