. s bOIN grd 01 BN University of Virginia jATTN: Dr. R. U. Mulder, Director Reactor Facility Charlottesville, VA 22901 Gentlemen:

SUBJECT:

EMERGENCY NOTIFICATION PROCEDURES FOR RESEARCH REACTOR LICENSEES Recent questions have arisen concerning the proper NRC contact for receipt of research reactor licensee emergency notifications during both drills and real situations.

In the past, several research reactor licensees have been making emergency notifications to their respective NRR project managers. This is contrary to the system NRC has established to handle such emergency communications.

Specifically, all notifications (including those for drills) should be made to the appropriate Regional Office or to the NRC Operations Center in Bethesda, Maryland. Using the proper channels will assure that the appropriate information will be disseminated within our own organization, such that a timely and efficient NRC response can be initiated if necessary.

Please find enclosed IE Information Notice No. 86-28: Telephone numbers to the hRC Operations Center and Regional Offices. This notice indicates the proper points of contact for notifications as well as the current telephone numbers for each.

If you should have any questions concerning this matter, please contact Mr. Thomas R. Decker at (404) 331-2559.

Sincerely, Douglas M. Collins, Chief Emergency Preparedness and Radiological Protection Branch Division of Radiation Safety and Safeguards

0FFICE OF INSPECTION AND ENFORCEMENT WASHINGTON, D.C. 20555 April 24, 1986 IE INFORMATION No. 86-28: TELEPHONE NUM8ERS TO THE NRC OPERATIONS CENTER AND REGIONAL OFFICES Addressees:

All NRC licensees except nuclear power facilities and fuel facilities with an installed Emergency Notification Systes (ENS).

Purpose:

This notice is being issued to ensure that recipients are aware of the correct comtnercial telephone numbers for the NRC that are to be used to report inci-dents and reportable items as required by the regulations and license ccndi-tions. In addition, it is considered prudent that recipients assure that other telephone numbers used for emergency notifications are correct, and provisions exist for periodic updating.

It is expected that recipients will review and forward the inf:rmation in this notice to cognizant individuals for review and appre;riate use. Suggestiins contained in .this information notice do not constitute NRC require. tents; therefore, no specific action or written response is required.

Description of Circumstances:

As a result of the incident at the Sequoyah Fuels Corporation on January 4,1986, it was deter =ined that some telephone nu.mbers held by the licensee for emergency notification and assistance were incorrect. For exas-ple, the numbers for the NDC Region IV office and DOE emergency radiological i assistance were incorrect. In addition, the 00E nusber was improperly identi-fled in the radiological contingency plan under a listing for NRC. A prelisi-nary review of other contingency plans indicated that this situation is not i unique to Sequoyah Fuels Corporation.

Discussion:

l The following coemercial telephone numbers are available for notification to j the NRC of incidents and reportable items during norsal office hours.
