Dear Dr. Mulder:

We are continuing our review of your proposed Revised Reactor Operator Requalification Program for the University of Virginia Reactor and the " CAVALIER" Reactor submitted by letter dated August 3,1998. During our review, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 60 days of the date of this letter. In accordance with 10 CFR 50.30(b), your response must be executed in a signed original under oath or

. affirmation. This request affects nine or fewer respondents and therefore, is not subject to l Office of Management and Budget review under Public Law 96-511. Following receipt of the additional information, we will continue our evaluation of your application.

s ENCLOSURE i ENCLOSURE FOR ADDITIONAL INFORMATION UNIVERSITY OF VIRGINIA REACTOR AND THE " CAVALIER" REACTOR

1. Under Section B, Qualified RO/SRO Status, in order for the requalification program to meet the requirements of 10 CFR 55.53(e) the RO/SRO shall actively perform the functions of an operator or senior operator, as applied to the shut down facilities, for a minimum of four hours per calendar quarter. Please' include this statement in this section. i
2. If the SRO/RO does not meet the requirements of four hours per quarter, then the requirement of 10 CFR 55.53(f)(2) for test and research reactors needs to be fulfilled, i.e., six hours (minimum) on shift under direction. Please include this requirement in your program.
3. Under Section G, Written Examinations, and Section H, Annual Evaluation Test, if the j examinations / evaluations are administered by a licensed RO/SRO, then he/she will also be required to go through the operating and written test on an alternating year l schedule. Please revise these sections to reflect this requirement.
