SUBJECT: RESPONSE TO NRC INSPECTION REPORT NO. 50-62/90-02 Thank you for your response of April 13, 1990 and the Reactor Safety Committee's response of April 24, 1990, to our Inspection Report N g 50-62/90-02,- issueo on April 2,1990, concerning activities conducted at your University of Virginia (UVA) reactor. We appreciate your comments and frank views expressed concerning the inspection repor ,

The inspection was conducted as a result of an allegation received in Region II which involved the adequacy of actions taken during the emergency drill held at your reactor facility on January 17, 1989. We unJerstand that the response of the person who was in charge of the emergency drill was based on p '

experience and training. The drill critique should have discussed the fact that there were other responses that were equally acceptable and that there is generally no "one best" response to a given situatio With regard to your plan to have you_r staff prepare a number of standardized emergency scenarios with pre-analyzed and approved responses, we think that they may be a good supplement to spontaneous emergency drills but not a substitute for them. Note that during our most recent emergency preparedness inspection of your facility and observation of your annual emergency drill, no prck 'ms or deficiencies were note .We consider the allegation and drill response closed. However, if you desire, I we can discuss it further when we meet with you and the Reactor Safety Committee when we visit your facility on August 14, 1990. During that visit we would- like to also discuss the areas of health physics, general emergency preparedness, and operations, as well as any' feedback you may have on our inspection progra
