University of Virginia Reactor Facility Operator Requalification Program; " CAVALIER" (Docket No. 50-396, License R-123) and University of Virginia Reactor "UVAR" (Docket No.

50-62, License R-66).

Dear Mr. Adams:

On June 22,1998, University of Virginia Provost Peter Low formally notified the NRC by letter that the University of Virginia Reactor (UVAR) would be permanently shut down by July 1,1998 and prepared for decommissioning. In light of that decision, U.Va. is at this time submitting a i revised Operator Requalification Program for NRC review and approval. The revised program has been reviewed and approved by the U.Va. Reactor Safety Committee.

The new program takes into account the de-facto limitation oflicensed Reactor Operator / Senior Reactor Operator dutiesjust to fuel handling activities, given that the reactor core has been permanently unloaded. (In due time U.Va. will be requesting a " Possession-Only Amendment" from the NRC.) The program lecture series has been reduced in scope to cover only those topics relevant to future staff work activities. Also, the reactor operations training will hencefonh be limited to fuel handling operations, since the reactor will not be operated at power any longer. A new Annual Reactor Operator Operating Test form has been drafted and is included in the plan.

This form fulfills the requirements set fonh in 10CFR55.59 to the extent applicable to our facility. g o
