SU3 JECT: ISSUANCE OF AMENDMENT NO. 16 TO FACILITY OPERATING LICENSE NO. R UNIVERSITY OF VIRGINIA REACTOR (UVAR)

The Commission has issued the enclosed Amendment No. 16 to Facility Operating License No. R-66 for the University of Virginia Reactor. The amendment consists of changes to the Technical Specifications in response to your-subnittal dated July 2, 1987, as' supplemented.

The amendment clarifies the possession, storage, and use in the UVAR pool of up to 70,000 curies of cobalt-60 in the form of doubly encapsulated rod sources.

A copy of the related Safety Evaluation supporting Amendment No. 16 is enclosed.
