ISSUANCE OF AMENDMENT NO. 23 TO AMENDED FACILITY OPERATING LICENSE NO. R UNIVERSITY OF VIRGINIA (TAC NO. MA1069)

Dear Dr. Mulder:

1 The Commission has issued the enclosed Amendment No. 23 to Amended Facility Operating License No. R-66 for the University of Virginia Research Reactor. The amendment consists of changes to the technical specifications (TS)in response to your submittal of February 26, 1998, as supplemented on April 6,1998.

The amendment transfers responsibility for overall management of the University of Virginia Research Reactor from the School of Engineering to the Office of the Vice Provost for Research. The amendment also updates reporting requirements to reflect the transfer of the non-power teactor inspection program from Region il to the Office of Nuclear Reactor Regulation.

A copy of the safety evaluation supporting Amendment No. 23 is also enclosed.
