Gentlemen:

SUBJECT: NRC INSPECTION REPORT NO. 50-62/87-03

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

F. N. Wright, J. L. Caldwell and P. T. Burnett on July 6-8 and July 15-17,

1987, at the University of Virginia Reactor Facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

The inspection was conducted to investigate the circumstances surrounding the

identification by the licensee of potential radiation exposures to licensee

employees in excess of the regulatory limits. The inspection consisted of

selected examinations of procedures and representative records, interviews with

I personnel, and observations of activities in progress.

The inspection findings indicate that certain activities appear to violate NRC

requirements. The violations and references to pertinent requirements are

described in the enclosed Inspection Report. Based on the results of the

' inspection, we are concerned that the University apparently did not conduct

adequate safety reviews of and maintain adequate control over activities

involving experimental facilities and their modifications, to the extent that

there was a potential for personnel overexposure.

The violations described in the enclosed Inspection Report are under

consideration for escalated enforcement action. Accordingly, no Notice of

Violation is being issued at this time, and no response to this letter is

required. However, please be advised that the number and characterization of

violations described in the enclosed Inspection Report may change as a result

of further NRC review. In particular, we will be discussing these issues with

you during the upcoming enforcement conference on August 13, 1987. You will be

advised by separate correspondence of the results of our deliberations on this

matter subsequent to the enforcement conference.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
