Gentlemen:

SUBJECT: REPORT NO. 50-62/85-02

On August 19-23, 1985, NRC inspected activities authorized by NRC Operating

License No. R-66 for your University of Virginia Research Reactor (UVAR)

facility. At the conclusion of the inspection, the findings were discussed with

those members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

'

in progress.

Within the scope of the inspection, no violations or deviations were identified.

The findings of this appraisal disclosed some areas that should be cvaluated and

considered for improvement in your emergency preparedness program. These

findings are listed in Appendix A and discussed in the enclosed report.

We recognize that an explicit regulatory requirement pertaining to each item

identified in Appendix A may not currently exist. Notwithstanding this, you are

requested to submit a written statement within thirty (30) days of the date of

this letter, describing the results cf your consideration of each of the items in

Appendix A. This request is made pursuant to Section 50.54(f) of Part 50,

Title 10, -Code of Federal Regulations.

In accordance' with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC's Public Document Room.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Of fice of Management and Budget issued under the

Paperwork Reduction Act of 19EO, PL 96-511.
