Dear Dr. Mulder:

The Commission has issued the enclosed Amendment No. 24 to Amended Facility Operating License No. R-66 for the University of Virginia Research Reactor. The amendment consists of changes to the technical specifications in response to your submittal of December 3,1998, as supplemented on December 10,1998.

The amendment removes surveillance requirements for rod drop measurements and primary coolant flow calibration.

A copy of the safety evaluation supporting Amendment No. 24 is also enclosed.
