ISSUANCE OF AMENDMENT NO. 8 TO FACILITY OPERATING LICENSE NO.

R 123 - UNIVERSITY OF VIRGINIA CAVALIER TRAINING REACTOR (TAC NO. MA1935)

Dear Dr. Mulder:

The Commission has issued the enclosed Amendment No. 8 to Facility Operating License No. R-123 for the University of Virginia CAVALIER Training Reactor (CAVALIER). The amendment consists of changes to the technical specifications (TS) in response to your submittal of April 6,1998, as supplemented on June 18,1998.

The amendment transfers responsibility for overall management of the CAVALIER from the School of Engineering to the Office of the Vice Provost for Research. The amendment also updates reporting requirements to reflect the transfer of the non-power reactor inspection program within NRC from Region ll to the Office of Nuclear Reactor Regulation.

An Order was issued to the University on February 3,1992, authorizing dismantling of the facility and disposition of component parts. You submitted an updated Section 2.3, /

" Decommissioning Organization and Responsibilities" and Figure 5 of the

" Decommissioning Plan for the University of Virginia 100W CAVAL!ER Reactor and the .

Application for the Termination of the CAVALIER Operating License." The staff's evaluation of the management changes approved by this license amendment also applies to [

decommissioning of the CAVALIER. Figure 3 of the staff's safety evaluation dated February 3,1992, related to the Order is replaced by Figure 6.1 of the CAVALIER technical specifications, i
