Security Plan and Procedures for the University of Virginia Reactor Facility:
" CAVALIER" (Docket No. 50-396, License R-123) and University of Virginia Reactor "UVAR" (Docket No. 50-62, License R-66).
Dear Mr. Adams:
On February 22,1996, U.Va. Reactor Administrator J.P. Farrar submitted a proposed revision to the U.Va. Reactor Facility Security Plan for NRC review and approval. Then, in a second letter to the NRC dated March 19,1996, Mr. Farrar requested that the revised Security Plan become a license amendment, as per 10CFR50.34 and 10CFR50.59. At this time we are withdrawing those requests, in view of the permanent shutdown of the UVAP effected on July 1,1998. (The NRC has already been notified of the UVAR shutdown and the start of decommissioning planning by way of a separate communication.)
During the shutdown and decommissioning periods, we may make changes to the plan currently in effect as warranted and upon approval of our Reactor Safety Committee and also as provided for jf in 10CFR50.54.

Dear Mr. Adams,
This is to request that the revised Security Plan for the University of Virginia Reactor Facility, submitted to you on February 22,1996, be submitted as a Licence ammendment as per 10 CFR 50.34 and 10 CFR 50.59. The pertinent changes to the existing plan are:
a)
The intrusion alarms will be removed from the CAVALIER room and CAVALIER cage since this reactor is undergoing decommissioning and there is no fuel in the reactor.
b)
Testing of the intrusion alarm system is being changed from a week]y cycle to a monthly cycle. The weekly cycle is only required for formula quantities of HEU.
All other aspects of the existing security plan are essentially the same.

University of Virginia Reactor Facility Security Program
Dear Mr. Adams,
Attached please find a revised version of our Reactor Facilty Security Plan. Our present plan was written to meet the requirements of formula quantities of HEU. All of our HEU fuel was shipped off site in 1994. Our present LEU inventory ( 7.9 Kg) places us in the Low Strategic Significance Material category which does not even require a Security Plan, however, our R-66 License allows up to 11.0 Kg of LEU which would put us in the Moderate Strategic Material category. We have, therefore, rewritten our plan to meet the requirements of Moderate Stategic Significance. This revised plan was reviewed and approved by our Reactor Safety committee on February 20,1996. We request your approval of this plan.

In view of the completed conversion of the University of Virginia Reactor to LEU fuel, and the upcoming decommissioning of the 100W Cavalier Reactor, both of which may have an impact on relaxing security requirements at our Reactor Facility, I respectfully request the NRC to take no further action on its review and approval of amendments to our facility's Security Plan which were proposed by u,s otDuly 13,-19901 The original Security Plan continues to be adequate and is being observed. As time permits, my staff will review this plan next year and prepare an up@tt,4A;aendment request at that time.
