Docket Nos. 50-62, 50-396 License.Nos. R-66, R-123 University.of Virginia I
ATTN:
Dr. R. U. Mulder, Director Reactor Facility' Charlottesville, VA" 22901 1
Gentlemen:-
SUBJECT:
FAMILIARIZATION TOUR RESIDENT INSPECTORS As :you know, one of. the.'issions of the NRC is to respond to a licensee's facility in case of a serious problem.or emergency.
The role of the NRC in-the event of an emergency at your facility will-be to monitor your response efforts' in-protecting public health and safety, and to ' provide information and'
-assistance to you as needed.. Although our role is one of support, we must stay
]
informed and bt ready to provide assistance or whatever else may be required.
Following notificsian.of an incident, it would require several hours:before we could actually respond from our Regional Office and' be at your facility to j
offer support that may be needed. As you are aware, at our nuclear power Ilant j
licensee facilities, we are fortunate to have one or :more resident inspectors -
1 who can respond much i,x quickly, usually within a matter of minutes.
.j i We recognize, of. course, that-the potential consequences of an accident at your facility. are obviously significantly less than at a -nuclear power plant, i
~ However,- in order for us to-provide a more timely response to your facility in j
case.of an emergercy I have assigned the NRC resident inspectors at the i
North Anna nuclear power. plant and-the B&W-NNFD-fuel facility, Mark Lesser',
and ilohn. Kahle, respectively, as the early: responders to any emergency or event involving your NRC license.
In this role, ' they must become familiar J
in,a general sense, with your facility and operations.
To expedite this and to a
, minimize thefimpact upon your time, I plan to have these gentlemen accompany Craig Bassett, our Research Reactors Projects Engineer, on a fami.larization tour of your facility during one of.our future inspections.
This will allow l
you: to become acquainted with them and allow them the opportunity to become
' familiar with your operations, organization, staff, and methods for facility f
access.
