Dear Mr. Adams:

Please accept this letter as formal notification to the USNRC of the intention of the University of Virginia to begin the process that will lead to the decontamination and decommissioning of the University of Virginia Reactor (UVAR) covered by license R-66. The

' decision to cease operations of the UVAR and begin the decontamination and decommissioning -

' process was confirmed by the UVa Board of Visitors in its meeting of May 29,1998. The current plan is to stop operating the UVAR by 7/1/98 and to begin the dewlopment of a decommissioning plan. The Reactor Safety Committee and the Radiation Safety Committee will remain responsible for the continued safe operation of the UVAR facility, and will continue to

oversee compliance with all license and regulatory requirements.

In addition to_ these Safety Committees, I have appointed a Decontamination and Decommissioning Committee to provide a single point of administrative contact during the development and implementation of the Decontamination and Decommissioning plan. By way of this letter 1 am requesting that the Chairman of the Decontamination and Decommissioning Committee, Dr. Ralph Allen, become the primary contact .with the NRC after the reactor ceases operations on July 1,1998, and until the decontamination and decommissioning process is

, complete. With regard to the activities of this committee, Dr. Allen will report directly to the Vice President for Research and Public Service. It is the administration's intention to close and I decommission the UVAR facility in a safe, environmentally sound, and responsible manner.

For Information Only - may be changed as necessary Charter of UVAR Decontamination and Decommissioning (D&D) Committee

1. Provide a single point of administrative contact for the duration of the UVAR D&D.
2. Coordinate the transition of UVAR operations from Engineering School (SEAS) to the Provost's Office.
3. Serve as the prime contact between the NRC and the University for the duration of the D&D.

'4. Cwrdinate the facility's transition from that of a reactor facility to a multi-use engineering facility.

5. Submit an approved Decommissioning Plan to the NRC.
6. Develop and issue the Request for Proposal (RFP) to qualified contractors.
7. Advise on University personnel and financial needs during the D&D.
8. Establish and maintain oversight on all activities that occur at the UVAR during the D&D.
9. Record minutes and issue reports as necessary.

The UVAR D&D Committee does not the replace the role of either the Radiation Safety Committee or the Reactor Safety Committee.
