SUBJECT: NRC INSPECTION REPORT NO. 50-62/98-201, NOTICE OF VIOLATION, AND

NOTICE OF DEVIATION

On January 26-28, 1998, the NRC conduct.ed an inspection.of your University of Virginia
F.eactor (UVAR) facility. The enclosed report presents the results of that inspection.
\\*arious aspects of your radiation protection and safety programs were inspected 3 'cluding
selective examinations of procedures and representative reccrds, interviews with personnel,
and observation of activities in progress.
As a result of the inspection, a violation and a deviation were identified. The NRC is concerned
because the violation appears to have been the result of a lack of attention to detail. The
deviation appears to have resulted from insufficient staffing. The violation and deviation are
cited in the enclosed Notice of Violation (Notice) cnd Notice of Deviation, and the
circumstances surrounding the violation and deviation are described in detailin the enclosed
report.
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
its enclosure will be placed in the NRC Public Document Room (PDR).
