FIRE PROTECTION IMPROVEMENTS - HALON 1301 FOR THE CABLE VAULT ROOM Re: Millstone Nuclear Power Station, Unit No. 1 The Commission has issued the enclosed Amendment No. 2 to Facility Operating License No. DPR-21 for Millstone Nuclear Power Station, Unit No.1, in response to your amendment request dated November 20, 1986, i

TheamendmentmodifiesTechnicalSpecifications(TS)3.12.C.3and4.12.C.2.a and Table 3.12.2. In August 1986, Northeast Nuclear Energy Company completed installation of an automatic total flooding Halon 1301 fire suppression system inside the cable vault room at Millstone Unit No. 1. The new system ensures j that a fire will be detected and extinguished before damage to redundant safe 1 I

shutdown equipment occurs.

The change to TS section 3.12.C.3 adds the cable vault to the Halon 1301

  • systems that must be operable and specifies the number of full Halon storage containers required.

The change to TS section 4.12.C.2.a (your representative agrees that this

section was mistakenly identified as 3.12.C.4 in your November 20, 1986 letter) i clarifies the 325 psig requirement for refillable Halon containers by adding l that the pressure measurement should be corrected to 70*F. We determined l that a similar requirement in your proposed change to section 3.12.C.3 was unnecessarily redundant and we, therefore, omitted the last part of the sentence i.e., "... and a cressure (corrected to 70'F) of not less than 325 psig."

The change to Table 3.12.2 increases the number of smoke detectors in the cable vault to 28 from 15 and the minimum number that must be operable to 24 from 12.

This clearly provides improved smoke detection capability and enhances protection aaainst fire in the cable vault.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for~ Hearing related to the requested action was published in the Federal Register on December 30,1986(51FR47083). No comments or requests for hearing were received.

A copy of the Safety Evaluation is enclosed. The notice of issuance will be included in the Commission next bi-weekly Federal Recister notice.
