FAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 2 TO FACILITY OPERATING LICENSE NO. DPR-21 NORTHEAST NUCLEAR ENERGY COMPANY MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 DOCKET NO. 50-245
1.0 INTRODUCTION
By letter dated November 20, 1986, Northeast Nuclear Energy Company, the licensee for Millstone Unit I requested approval of an amendment to the plant fire protection technical specifications.
The proposed changes con-i cern the addition of a Halon fire suppression system in the cable vault and an increase in the number of fire detectors in this area.
In conjunction with efforts to conform to the requirements of Appendix R to 10 CFR 50, the licensee installed an automatic Halon fire suppression system in the cable vault. Additional fire detectors were also installed in this area as part of this project. The licensee now proposes to incor-t porate the suppression system and additional detectors into the requirements

2.0 EVALUATION i
The addition of the new Halon fire suppression system and fire detectors

previous licensea comitments regarding the requirements of Appendix R.

2-The changes are consistent with the current standard technical specifica-tions and the fire protection guidelines contained in Appendix A to BTP APCSS 9.5-1.
The staff, therefore, finds them to be acceptab1'e.
3.0 ENVIRONMENTAL CONSIDERATION
The amendment involves changes to include new requirements for a Halon 1301 fire suppression system to further enhance safety.
The staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any ef,fluents that may be released offsite and that there is no significant increase in individual or cumulative occulative occupational radiation exposure.
The Comission has previously issued proposed findings that these amend-ments involve no significant hazards considerations and there has been no public coment on such finding. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuantto10CFR51.22(b),noenvironmentalimpact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCLUSION
Based on its evaluation, the staff concludes that the licensee's proposed 1
amendment to technical specification Sections 3.12.C and 3.12.E to incor-parate the cable vault Halon suppression system and fire detectors meets the requirements of 10 CFR 50 Appendix R and are, therefore, acceptable.
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed nanner and(2)suchactivitieswillbeconductedincompliancewiththe Comission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
