MILLSTONE NUCLEAR POWER STATION, UNIT N0. 1 DOCKET NO. 50-245 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 2 License No. OPR-21

1. The Nuclear Regulatory Comission (the Comission) has found that:

A. The application for amendment by the Northeast Nuclear Energy Company (the licensee), dated May 30, 1986, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I:

B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C. There is reasonable assurance (i) that the activities authorized -

by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Comission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is amended by changes to the technical specifications, as indicated in the attachment to this license, amenament, and Paragraph 2.C(2) of Facility Operating License No. DPR-21 is hereby amended to read as follows:

(2) Technical Specifications The technical specifications contained in Appendix A, as revised through Amendment No. 2 , are hereby incorporated in the license. The Northeast Nuclear Energy Company shall operate the facility in accordance with the technical specifications.

3. This license amendment is effective as of the date of its issuance.

LIMITIf$ CONDITI0t! FOR OPERATION

!.1: TI C iT. IECTION SYSTEMS C. Carbon Dioxide and Halon 1301 Systems

1. The following high pressure C0 systems shall be OPERABLE with the storage tanks at least 90% of full charge weight whenever equipment in the high pressure CO2 protected areas is required to be OPERABLE.
a. Gas Turbine Enclosure
2. With one or more of the above requireo high pressure CO, systems inoperable, establish a continuous fire watch with backup fire suppression equipment for the unprotected area (s) within I hour; restore the system to OPERABLE status within 14 days or, in lieu of any other report required by Specification 6.6.1, prepare and submit a Special Report to the Comission, pursuant to Specification 6.9.2, within the next 30 days outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to OPERABLE status.
3. The following Halon 1301 systems shall be operable, with the minimum number of storage containers shown each a having a net weight of not less than 95% of full charge weight,
a. Fire Pump House - 1 container
b. Cable Vault - 2 containers
4. From and after the time the fire pump house Halon System is determined to be inoperable, within one hour establish a continuous fire watch with backup fire suppression equipment for the unprotected equipment and/or area; restore the system to OPERABLE status within 14 days or, in lieu of any other report required by Specification 6.6.1, prepare -

and submit a Special Report to the Comission, pursuant to Specification 6.9.2, within the next 30 days outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to OPERABLE status.

SURVEILLANCE REQUIREMENT 4.12 FIRE PROTECTION SYSTEMS C. Carbon Dioxide and Halon 1301 Systems

1. Each of the high pressure CO2 systems in 3.12.C.1 shall be

. demonstrated OPERABLE:

a. At least once per 6 months, by verifying CO2 storage tank weight.
b. At least once per 18 months, by

) 4.12 FIRE PROTECTION SYSTEMS 4.12.C.1.b.(1) Verifying the system, including associated ventilation dampers, actuates automatically upon receipt of a simulated test signal and manually through operator action, and

! (2) Performance of a visual inspection of the discharge nozzles to assure no blockage.

4 2. The Halon 1301 System referenced in 3.12.C.3 shall be demonstrated

! OPERABLE:

a. At least once per 6 months the weight and pressure of the refillable container shall be checked. If the container shows i

a loss in net weight of more than 5% or the pressure (corrected to 70'F) drops to 325 psig it shall be refilled or replaced.

b. At least once per 18 months, by:

(1) Verifying the system, including associated ventilation dampers, actuates automatically upon receipt of a simulated test signal and manually through operator action, and (2) Performance of a visual inspection of the discharge nozzles to assure no blockage.
