Gentlemen:

This is to advise you of an inspection initiative that has been implemented NRC >

wide for a*1 operating reactcrs. Periodically, one or more subject areas  :

(e.g.,plantconfigurationcontrol, maintenance,emergencyoperating i procedures) will be selectef for specific team inspection emphasis 1n the ,

fundamental inspection program. ' Maintenance has been selected as an area of l emphasis t.y the Director of Nuclear Reactor Regulation, after consultation  !

with the Regional Administrators, and with input from various NRC offices. i Maintenance team inspections will be scheduled at each of the region IV l facilities. within the next two years. l f

The purpose of the inspection is to evaluate each licensee's maintenance performance, both safety related and balance of plant, against existing  !

regulations, industry standards, and accepted' good fndustry practices. The inspection will address all aspects of maintenance r .cformance including '

preventive and corrective maintenance, its scheduli.ig, planning, performance.

parts acquisition, ar.d engineering support.  ;

To accomplish this task, Region IV has selected two team leaders and formed a i multidisciplined inspection team. The team leaders are Dennis L. Kelley and l Raymond P. Mullikin. The teams engineering discipline areas are: mechanical, i electrical, instrument / control, health physics, and management evaluation. }

l The inspections will consist of two on-site inspection weeks separated by a i week of off-site inspection. Several weeks prior to the inspection you will I receive a letter identifying the team members, specifying the schedule dates }

of the inspection, a request for specific information, and identifying a one or j two day site visit by the team leader to discuss in detail the scope of the  ;
