CLINTON POWER STATION - LICENSE AMENDMENT REQUEST DATED JULY 11, 1988 By letter dated July 11, 1988, Illinois Power Compa y, et al. (the licensees) requested changes to the Clinton Power Station (CPS Technical Specifications Sections 3.0.4, 4.0.3, 4.0.4 and Bar.es Sections 3.0 and 4.0. In addition, the amendment deletes numerous Technical Specification statements which presently take exception to the provisions of Specification 3.0.4. These changes were proposed by the licensees in accordance with Generic Letter 87-09, which includes recent initiatives undertaken in accordance with the NRC staff and the nuclear industry to improve Technical Specifications.

The staff has reviewed the submittal dated July 11, 1988 and has concluded that it is deficient in that it failed to provide an adequate technical basis to allow the NRC staff to reach an appropriate decision. Specifically, your (

subniittal did not include a Safety Evaluation addressing the technical basis for the changes or an Environmental Assessment, both of which are needed to support the requested changes. Gerieric letter 87-09 does not contain plant-specific infonnation concerning the technical safety basis and therefore l should not be interpreted as a blanket approval for Technical Specification '

changes. Each amendment request must be evaluated on its own merits to ensure that the plant-specific situation is appropriate to support the change.  ;
