In our February 4,1988 letter, we fornrded an allegation concerning

. inaccurate work history records (trustworthy employee letters) which were allegedly being provided by a labor union to gain unescorted access to the Clinton Power Station.

We have reviewed your March 21, 1988 letter which detailed your investigation into the matter and provided your conclusions. Our review identified concerns regarding the materiality of the employee letters. Further discussions with representatives of your Licensing and Quality Assurance staff on May 24, 1988, however, resulted in our determination that the inaccurate employee letters were not material and the persoimal who were the subject of the employee letters had their backgrounds screened in accordance with approved security requirements. We also detennined that the employee letters were not required to support work history / qualifications for a Clinton Power Station job since the positions were for unskilled laborers. According to your staff, the employee letters were submitted by the labor union due to confusion about ~

administrativ application procedures.

We agree with your findings and conclusions and we appreciated your assistance in addressing this T.atte.- '

Further d'scussions with your licensing staff on July 7, 1988 determined that no information in your March 21, 1988 letter was to be exempt from public disclosure. Therefore, in ac-crde re with 10 CFR 2.790 of the Commission's '

regulations, a copy of tb.R letter will be placed in the NRC Public Document Room.
