Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, Illinois 60137 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 In response to.your letter dated October 29, 1985 which transmitted Inspection Report No. 50-263/85009 (DRSS), the following information is provided:

WEAKNESS Proper use of protective clothing, i.e., anti-contamination clothing, was not demonstrated by one of two emergency workers dispatched from the Access Control Point of the Operational Support Center during the exercise. This worker not only potentially contaminated his face several times with his gloved hand, but also struck his co-worker with the outer top of his outer layer of protective clothing which was simulated to be highly contaminated.

RESPONSE

A thorough investigation has been conducted to determine the cause of the weakness and to identify appropriate corrective action. The results indicate that the weakness may be attributed to a mis-commu.iication which arose during an exercise evolution that involved the egress of an emergency team from a simulated, highly contaminated area.

During this evolution, the process of anti-contamination clothing removal was discussed and simulated to the satisfaction of an Exercise Controller.

Based on the discussion, and direction by the Exercise Controller, it was understood by the participants that the removal of anti-contamination clothing was complete and further demonstration was not required. However, the NRC Observer did not participate in the discussion nor was the information regarding this simulation conveyed to the NRC Observer by the

-Exercise Controller.

The. observation made by the NRC Observer was correct but it should be noted that the participants were not demonstrating the proper removal of anti-contamination clothing since'it had been previously demonstrated.

! CORRECTIVE ~ ACTION The following corrective actions are planned:

1)- Exercise / Drill Controller instructions will be revised .to iaclude more definitive guidance regarding simulation during exercises and drills.

The format and content of these. written instructions is specified in

.the Northern States Power Drill & Exercise' Program Manual.

'2) Exercise / Drill Participant instructions will be revised to include more guidance regarding the extent of simulation during exercises and drills. The format and content.of these written instructions is

DATE OF COMPLETION OF CORRECTIVE ACTIONS The planned corrective actions will be implemented with the next revision of the Northern States Power Drill & Exercise Program Manual, scheduled to be~ complete on March 1, 1986.
