License No. DPR-22 Supplement 1 to License Amendment Request Dated July 5,1995 Surveillance Test Interval / Allowed Outage Time Extension Program - Part 2 This document constitutes Supplement 1 to the Northern States Power Company (NSP)

July 5,1995 request for an amendment to the Technical Specifications (TS), Appendix A of the Operating License for the Monticello Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

This letter serves three purposes which are to: 1) Confirm replacement of pressure switch PS 2-3-52A, 2) Withdraw our requast for APRM flow converter calibration interval extension, ano 3) Replace Exhibits B and C of the original submittal to reflect item 2) and subsequent changes.

1) Our original submittal committed to the replacemant of pressure switch PS 2 ,, 4 52A for the ~ Low Reactor Pressure ECCS Valve Permissive." With this letter, NSP confirms that the replacement has been completed.

2) As part of the Monticello Rerate project, General Electric (GE) completed a calculation of the APRM flow biased setpoint including the Recirculation flow instrumentation loop. The current TS required calibration interval of 3 months hv/

was used to deterrnine drift values in this setpoint calculation. Since the new GE calculation is now the calculation of record, NSP's July 5,1995 request to extend the calibration interval for the Recirculation flow meters & flow instrumentation loop is being withdrawn.

3) With this supplement, NSP is submitting replacement Exhibits B and C which contain Technical Specification pages incorporating the proposed changes.

They supersede the respective Exhibits B and C of our original July 5,1995 request. The replacement Exhibits B and C eliminate references to the flow converter calibration interval discussed in the previous paragraph and make editorial changes discussed in Exhibit A.

As the changes described in this supplement are either editorial in nature or withdraw a previous request, this supplement is within the scope of the originallicense amendment i

request and the Safety Evaluation, Determination of No Significant Hazards Consideration, and Environmental Assessment are unchanged and remain applicable.
