Reference:
a) NSP Letter dated March 28, 1988, "Instrument Valve Line-ups" The purpose of this letter is to notify the Commission of a change in the completion scheduli for improvements in instrument valve identification and line up procedures described in Raference (a).
In Reference (a) we described our schedule for completing the following work prior to Deceitber 1, 1988:
- 1) Review all plant process instrumentation to identify those instruments that should be included on Form a 2161, Startup Checklist,
- 2) Uniquely identify all valves associated with plant process instrumentation,
- 3) Modify form a 2161, to include all inscruments identified in (1) above and list the associated valves for each instrument by the identifier established in (2) above, and
- 4) Provide training to the instrumentation and control technicians related to proper material condition for instrumentation valves.
As of this date, the following work has been completed:
- 1) Instrumentation and control technicians have received training on the proper material conditions fcr instrumentation valves

- 2) A locked valve policy has been established
- 3) Inttruments have been identified which must have their root valves seal wired or locked in accordance with the locked valve policy, and
- 4) Form # 2161, Startup Checklist, has been reviewed to identify those instruments that are to be included on the Checklist The fo11 ewing work ravains to be completed:
- 1) Produce identification tags for each valve associated with an instrument identified on Form # 2161
- 2) Install identiff-stion tags
- 3) Revise Form # 2161 to include each instrumencation valve that is to be checked in the Startup Checklist The fo11owin6 is the revised schedule for work that remain to be done:
- 1) The identification tags will be completed by June 1,1989
- 2) For purposes of meeting ALARA, the tags will be hung during the next scheduled refueling outage.
This outage is now scheduled to begin in August, 1989,
- 3) Form
- 2161, Startup Checklist, will not be needed until the end of the next refueling outage.
The form will be revised by June 1, 1989.
This new schedule resulted from our initial failure to accurately estimate the total number of man hovrs required to complete this large project.
Also, the plant maintenance department was recently reorganized in an effort to improve overall long term maintenance performance.
The changes prompted by the reorganization resulted in a short term diversion of resources to other issues.
