DPR 22 Response to 'NRC Generic Letter 89 07 Power Reactor Safeguards Contingency Planning For Surface Vehicle Bottbs This letter is being provided to confirm, as required by Generic Letter 89 07, that the Monticello Safeguards contingency Plan and implenenting procedures have been modified to include short term actions that could be taken to protect against attempted radiological sabotage involving a land vehicle bomb if such a threat were to materialize.

The Monticello Safeguards Contingency Plan and implementing procedures have been revised in accordance with the guidance provided in Generic Letter 89 07. Because the changes to the safeguards contingency Plan resulting from Generic Letter 89 07 do not decrease the safeguards effectiveness of the plan, the changes are being implemented without prior NRC approval as allowed by 10 CTR 50.54(p)(2). Pursuant to the requirements of 10 CTR 50.54(p)(2), the revised Safeguards contingency Plan is attached.

The attached Safeguard Contingency Plan revision contains Safeguards information and should not be placed in the Public Document Room. 1 V
